The  Process

Petitions

The first step is completing a successful petition drive in at least two thirds of the states.  What is successful drive?  It is essentially obtaining the minimum number signature necessary to compel each state legislature to pass a bill calling for a convention to add the term limits amendment.

Legislation

At least two thirds of the states must pass legislation calling for a constitutional convention for the purpose of adding the proposed amendment.

Delegates

Each state will appoint two delegates as representatives to the convention.

The Convention

Once the convention is called to order, the delegates will finalize the version of the amendment, and if agreement is reached, will draft the final version and send it to the states for ratification.

Ratification

At least three fourths of the states must vote by popular vote to ratify the amendment.
