AMENDMENT XXVIII

TERM LIMITS for the U.S. Congress

(proposed)

Section 1.

No person shall be elected either to the House of Representatives of the Senate more than twice, and no person who has held the office of Representative or Senator, or acted as Representative or Senator, for more than two years of a term to which some other person was elected to those offices shall be elected to those offices more than once.  But these articles shall not apply to any person holding the office of either Representative or Senator when this article was proposed by the legislatures of the various United States, and shall not prevent any person who may be holding those offices, or acting as Representatives or Senator, during the term within which this article becomes operative from holding the office of either Representative or Senator, or acting as Representative or Senator during the remainder of such term.

Section 2.

This article shall be inoperative unless it shall have been ratified as an amendment to the Constitution by Conventions in the several states, and so ratified by three-fourths of all of the States, as provided in the Constitution, within seven years from the date of its submission upon the Application of either the legislatures or the Conventions of two thirds of the several States pursuant to Conventions for proposing Amendments as set forth in Article V of the Constitution.
